As the nation maneuvers through fluctuating oil prices, it remains committed to ambitious infrastructure projects that promise growth and prosperity.

Strategic Spending Adjustments for Sustainable Growth

Saudi Arabia is poised to adjust its fiscal strategy by reducing spending in 2025, aiming to manage a growing budget deficit while sustaining its transformative infrastructure projects. The Finance Ministry anticipates expenditures to reach 1.285 trillion riyals ($343 billion), a strategic 5% reduction from this year’s projections. By 2027, overall government spending is expected to rise to 1.429 trillion riyals.

The kingdom projects a budget shortfall of 101 billion riyals next year, equating to 2.3% of its GDP. This deficit is predicted to widen to 2.9% in 2026 due to the “expansionary spending policy intended to support economic growth,” as outlined by the Finance Ministry. Yet, the economy is set to grow by 4.6% next year, with revenues reaching 1.184 trillion riyals.

Vision 2030: An Ambitious Transformation

Despite the challenges posed by lower oil prices, Saudi Arabia remains steadfast in its Vision 2030, a blueprint for economic transformation led by Crown Prince Mohammed bin Salman. While some projects have seen timeline adjustments, the commitment to the Vision remains unwavering. Monica Malik, Chief Economist at Abu Dhabi Commercial Bank, notes the fiscal strategy aims to balance transformation support with manageable deficits.

The kingdom’s growth forecast has been adjusted downward for this year, with anticipated economic output at 0.8%, a recalibration from an earlier estimate of 4.4%. This change reflects the broader context of delayed oil production increases and revised revenue expectations. The International Monetary Fund has also highlighted a potential shift in Saudi Arabia’s current account balance, predicting a turn to negative territory this year.

Investment Opportunities Amidst Fiscal Realignment

Saudi Arabia’s drive to diversify its economy beyond oil and gas has positioned it as a significant issuer of international debt within emerging markets. The nation plans to continue borrowing to address its financing needs for 2025. This strategic borrowing, coupled with ongoing infrastructure investments, presents a compelling opportunity for foreign investors seeking to engage with the kingdom’s evolving economic landscape.
